Discussion covered moving the Technology Stack Working Group (TSWG) from Apache 2 to the Open Web Foundation (OWF) agreements, and adding rotation and transfer semantics to the public transaction event log (PTEL), such as keeping a did:webs controller's list of domain names in a transaction event log (TEL) and cooperative transfer of control between two key event logs.
